Russia Approves New Nuclear Energy Agreement Ahead of Putin’s India Visit

Russia has approved a new Memorandum of Understanding (MoU) to deepen civil nuclear energy cooperation with India during President Vladimir Putin’s visit on December 4–5. According to local media reports, the Russian government has authorized Rosatom, its state-owned nuclear corporation, to sign the agreement with relevant Indian authorities.

Rosatom is already building several reactors at the Kudankulam Nuclear Power Plant in Tamil Nadu, one of India’s largest nuclear power projects. The new MoU is expected to expand this partnership further and open doors for advanced nuclear technologies in India.

Kremlin spokesperson Dmitry Peskov told Indian media on Tuesday that Rosatom’s CEO, Alexey Likhachev, will arrive in New Delhi with a comprehensive portfolio of proposals. These proposals include cooperation in the development and construction of small modular reactors — a modern technology known for safety, efficiency, and lower cost.

Earlier reports indicated that Rosatom is also ready to help India build new-generation Russian-designed reactors in the future.

The upcoming summit between India and Russia is expected to strengthen their long-standing partnership in nuclear energy. Both countries see nuclear cooperation as a key pillar of their strategic relationship, supporting India’s growing energy needs and Russia’s expanding global nuclear footprint.
